I've be quoted $1900 to replace valve covers due to oil leakage.....fair price?

Yes, very much expensive. I replaced mine as I bought the parts on line and found a video on how to replace gaskets and seals. It takes a few hours to complete but with the video, it was not that bad. Try doing it yourself and save a lot. For that kind of money Id fly there and do it myself to include parts.
