horn does not blow

if the fuse is good,and the relay is clicking WHEN THE HORN BUTTON IS PUSHED,then with volt meter,set to DC volts. if the connector is not unplugged or wire broken on the horn,check the voltage on the wire going to the horn,while helper pushes horn,on,off,on,off,on,off.if you have 12 volts,replace the horn,it's bad.
