What is your question?
My car didn't pass CA's snap test (blows bluish/grey smoke when punched). I took the car to the local STAR repair shop because i qualified for the repair assistance progream. He is telling me its the o-rings which are causing it to burn oil (i only go through 1-2 quarts between oil change) He is saying i have to retire the car and the engine is toast. However, the car runs really well, except for this issue. Any suggestions would be helpful!!

he means oil rings. In order to replace oil rings you are talking about overhauling the entire engine. If you want to try some home remedies ( may or may not work), you can try full synthetic oil (they say it doesn't smoke). Also clean and/or replace pcv and breather system. Also a thorough fuel injection system service to clean existing oil deposits in intake or exhaust. Maybe a can of Restore in the crankcase. Now that said that is a lot to just pass a snap test especially if it doesn't work. NONE of these will fix your oil consumption problem if your rings are bad. Hope this was helpful
Marvel Mystery Oil-- add 1 quart , then drive the hell out of it for 500 miles make it WORK under load - as much as possible! do an oil change , add a quart (in place of a quart of conventional oil) and drive again No loss if it doesn't work!
