Hello, I am having problems with my car starting and driving no power

No power going up hills and will not speed up. Someone said converter but will burn hand at end of exaust. Please help ?????? Don't know what to do.....

When engine is cooled off , find the most suitable place IN FRONT of the converter and create a small exhaust leak. IF symptoms improve , suspect what you where told-restricted exhaust.
