water not flowing into block. Loss of power

If there is no water flow there must either be a bad water pump, or blockage somewhere. The water pump should be ok unless it is leaking or the bearing in the pulley is going bad, in which case you should probably have some play in it and/or noise. Maybe try a coolant system flush.
