Mechanic did not set my timing correct. Not sure if he checked the timing marks on cam and crank prior to removing timing belt. Need to set it correctly. How to get it back to TDC... If I am correct I believe the ford ecort has the same engine... Need help please and thanks

No the crank pully has different marks, not the marks for cam and crank,the crank shafts balancer with the star wheel for the crank sensor has to be set to time engine advance, like when you turn a distributor, only this is on the crank pully.
Perhaps you should watch that video as well ... It clearly shows the correct engine timing proceedure for 'TIMING BELT' replacement! .... How to align the crankshaft AND the camshaft prior to installing the 'timing belt'... The part you are referring to ("crank shafts balancer") has to be removed for this repair... You must be thinking about another vehicle or another engine or another repair... This car is a > 1993 Mercury Tracer 1.9L.
Yes of course it has to be removed, I done timing belt on my sons old Ford Monday the 25th, two days ago. It's a 1993 Ford Escort 1.9 with manual transmission. The harmonic balancer has a timing mark on it also when the harmonic balancer is reinstalled you set the timing mark on it retard or advance engine timing ,the key way in the crank shaft is TDC use it as 0 degrees to set position of harmonic balancer before you tighten the crankshaft bolt to lock it in place. I don't know, maybe your car doesn't have this option, set full advance it sure helps with smooth idle and quick acceleration.
As long as that worked on your project that's great! .. However 'ALL' of the SOHC 1.9L Ford engines I have ever seen has a key way cut in the crank pulley and it only goes on one way and that's lined up with the crankshaft key, so the crank pulley can not be turned without turning the crankshaft at the same time, whether the bolt is tight or not! .. 'Ignition' timing is not adjustable..
WRONG , I just done one. Took me aboutique hour of research to find out what I had. When I pulled it apart I didn't notice that the balancer had a slot cut into it and about an half inch open space where the keyway slot should be. I didn't notice it until I was cleaning up the part's in my part's cleaner. I had no idea whyou there is a timing mark cut into the harmonic balancer looking just like the one that you would see on a harmonic balancer that you would mark to use with a timing light and distributor timing. I found it on a Ford Internet site and the key way on the crank doesn't connect to the harmonic balancer. I know that it's sounds strange but it's true, been master mechanic since 1975 and this is the first and only one that I have seen. Really it shouldn't even work because the engine control unit should over ride any advanced timing, but 93 is a old engine control system and who knows what someone at Ford was trying to do,emissions control I'm guessing, that didn't work, and never made it to full production.
I been fixing em since 73 .. Never seen that on a harmonic balancer with a key way! .. I have changed the degree on camshafts with an offset gear key but never the crankshaft.... That is pretty unique I must say.
How do you set it if the belt is already off and the pully and crank were not set correctly...to the marks?
I do not understand your question... Turn the crank until the markes are aligned... Then do the same for the cam!!!! That's pretty straight forward!!! It's all in that video!

What I am understanding with the belt off the guy is turning the crank to line up mark and then moving up to pulley but is unable to line them up... GO figure... TOO far away for me to go render aide LOL
Call the person and tell them to go make a turkey sandwich, relax and forget about until can find some hands-on help with it!! Hard to help much over the net anyway!
