In case anyone is reading outside the original author of this question, the reason Pushrod is asking the question is because the shift lever interlock requires seeing the brake pedal being depressed to release the shift lever. If the brake light switch is not working properly, not only will the brake lights not light up when desired, but the shift interlock mechanism will also not release. Checking the switch and wiring harness and connector to the switch is essential.
