Can I disconnect the seat belt on drivers side that Is stuck and beeps?

If you unplug the electrical , you might not have airbag protection and the 'SRS' may come on. Maybe have the buckle checked for debris in it causing it to stick , or verify that it's the problem , and get it fixed. You say you can buckle it , but you don't mention if that stops the beeping right away?
