I put key in ignition but key will not turn. The brake lights do not come on.

Is the computer system recognizing the transmission module. If not it won't start, if it is a used part, it might be bad. Now days you can't just swap parts without diagnostic tools. Probably have a bad lock cylinder or worn key.
