One brake light on left botton and one on right top is out. The bulb and fitting have been tested and work. Could the problem be a fuse. Help!!!

I tested by using the bulb from the brake lights that are working. I confirmed the bulb holder worked in the same manner.
Use voltmeter or ohmmeter (whichever is better for you ), and start tracing the circuit back , sounds to me like wire damage.
