engine will be on after starting, but transmission is locked on Park.

That circuit is activated by the brake light circuit, are your brake lights working, or maybe if console shift the lock actuator may be stuck.

I would try making sure the steering wheel is locked before starting the car and keeping my foot on the brake before trying to bring it out of park.let me know the results
