What is your question?
I was told regardless of amount of wear on the pads (ie even if there is 40% remaining), one should always replace routers when brake pads are replaced. True or scam?

Not true... However if the rotor measurement is well outside the 'minimum thickness' range, a *light machining* never hurts just to true up the lateral runout and burnish the rotor surface!
That is not true. Rotors should be usually replaced on a few factors. What is the actual wear of the rotors measured with a caliper gauge What is the physical condition of the rotors? Ribbed? Heat Cracked?
Mercedes rotors are manufactured with minimal thickness to save weight. By the time the pads are worn out, so are the rotors. Sure you can turn them, but they will be past the service limit once you do. Raytucker's answer is useless.
I used my old ones they look good and I just cant imagine seeing them in the scrap iron. no problem.
