I have ran power straight to fan and confirmed it does work. I have also checked the fuses under the dash and under hood, their all good. I have always owned 70's model fords so i know nothing about sensors or relays that control electric fans. If you could, i would like to know what my next step should be.
What makes this problem better or worse?
it doesnt seem to change no matter what i do.
How long has your 1995 Mazda Protege had this problem?

“IF the air conditioner is operational” - turn it on to see if the fan will turn on - that uses a different circuit for cooling fan ‘activation’ as opposed to engine temperature.. Now IF the a/c is inoperative as well - this test will be invalid as it requires inputs from the a/c compressor high pressure switch.

Sometimes it may take SEVERAL MINUTES for the fan to turn on.. *SEVERAL MINUTES* ! ‘IF’ the air conditioner is operational - when it is engaged the fan should turn on more quickly.
yes. It will get so hot that it starts spewing antifreeze and the fan will still not engage.
