Car runs, but will not shift into gear. Is there a safety issue preventing it ?

"will not shift into gear' -- meaning the shift lever will NOT come out of park , or the shift lever physically moves through all the ranges , but has no noticeable affect to the transmission. IF the second choice- open hood and check trans fluid level? Post results.
