I would suspect the belt routing. If they are turning backward, both pumps will fail to work.

how did two belts pop off the engine?the reason it's hard to steer and running hot is because one belt is for the power steering pump and the water pump.the other belt is for the A/C,idler pulley and alternator!you did put belts back on everything,correct?
