When switched on dashboard, 4x4 indicator lights come on and I hear an solid click from the transfer case area. However the hubs do not seem to lock in. I have cleaned and inspected the hubs. They do not seem to be damaged. What are my next troubleshooting steps?
How do I determine that the problem is definitely the hubs? I do not want to spend that kind of money unless I am certain. What are my next troubleshooting steps?

Jack up front end both wheels off ground. Key off trans in park, turn front driveshaft so front axles rotate in the foward direction, both front wheels should try to turn. That should make the auto hubs lock! If only one wheel turns have a helper hold that wheel, the other should then turn! If either test fails the hubs are not working. Good luck with it!
Thanks... I will try that! It is a Five Speed manual.... So should it be in gear or neutral? Or doesn't matter?
In any gear with park brake on! Transfer case in 2wd. Front shaft will still turn. The 'foward' ratation of the front axles is what locks the hubs.

IF hub replacement is required, replace both with the new upgraded auto locking hubs, you WILL be glad you did. Manual hubs are a pain!! Kinda defeats the purpose of shift on the fly. Can't just lock 'em and leave 'em either! I know it is more money but worth every dime! Your choice though.
