Dash lights ( BATT, CHK ENG, CHK GAGE) stay on with IGN turn off. Cylinder and ignition switch was replaced. 12Volts at IGN switch wires, YELLOWS,GRY/YELLOWS,GRN/PUR.
What makes this problem better or worse?
The truck is not running

Hello, dash lights that stay on while the key is in the off position leads me to think there is a concern in the wiring or switch of the ignition system that is still allowing the instrumentation to have power when it should be off. Circuit testing is all you can do to trace down the source of your concern. Ensure your vehicle is securely in the park position -- which can be verified by looking at the position noted for the transmission range sensor.
Just a thought as I have had some experience with this on a Ford ranger which had an aftermarket alarm system installed that the current owner wasn’t aware of - I simply removed the alarm to repair repair the vehicle.. Just something I have seen and it may not be related at all.
Some of the aftermarket alarm systems are - well - junk and can cause all kinds of unusual malfunctions. If memory serves me correctly - the starter - ignition switch - park / neutral switch and other various parts had been replaced by the owner in an attempt to get the engine to ‘crank’ .. As it turned out the add-on alarm system module was where the starter feed circuit was terminated. Good luck!
