'VERY POSSIBLE' the *clock spring* was damage during steering rack installation - - When that procedure is being performed - IF steering wheel is allowed to rotate freely it can easily damage the clock spring which transfers those inputs from steering wheel down to the steering column. Google > automobile clock spring for more details and pictures.
