My 2005 Lincoln navigator won't turn over even though I've put a new fuel filter and battery and fuel senior on it. Could the old fuel clogged up the filter and cause it not to turn over

I've been having problems with my 2005 Lincoln navigator since July and haven't had time to fix it until now. I changed the fuel sensor and filter and also the battery, but when I tried to start it it started but when I tried to start it again it won't turn over and I don't know what the problem could be. Could it be the old fuel clogged up the filter?
