I have replaced the radiator water hose thermostat flush radiator and still no heat

A few possibilities come to mind .. Temperature baffle/door inside heater case or its actuator not working properly .. Restricted coolant flow through the heater core .. In dash heater control panel malfunction... Are BOTH heater hoses as HOT as the upper radiator hose is with engine at normal operating temperature? .. Do you hear any unusual noise from dash area when changing the temperature setting?
thank you for reply. upper radiator hose is warm..two lower heater hoses cold. is the noise like a loud metal rubbing metal sound. there will be little warm air blowing out of the vents than is goes to cold
Have the *heater core* itself flushed out!! .. I have good luck with this at the shop... IF there is a heater control valve present in the heater hoses, have that tested as well.
