How do I troubleshoot this problem?
Google > Clock Spring ... for a detailed discription of the failed component .. It's not really a DIY fix, sorry... However now you know what the problem is!

It's not going to be all that bad... Get local independent shop to do repair! .. Part approx $200. - $230. .... Labor roughly $100. That's a fair price I think, I'd do 'em all day long for that! .. Here in VA that is. .. Another option is eBay for part and car savvy buddy for install..!!!
The cruse control did not work, even before the horn stopped. I noticed the air bag light blinks 3 times, then 2 times and then remains on....this is when I start the car. This will happen three times before going full light.......
