My horn works on the alarm but will not sound on the steering wheel?

The cruse control did not work, even before the horn stopped. I noticed the air bag light blinks 3 times, then 2 times and then remains on....this is when I start the car. This will happen three times before going full light.......

It's not going to be all that bad... Get local independent shop to do repair! .. Part approx $200. - $230. .... Labor roughly $100. That's a fair price I think, I'd do 'em all day long for that! .. Here in VA that is. .. Another option is eBay for part and car savvy buddy for install..!!!
