Loud whinning noise louder when i step on gas

What is your question?

The min I start it I hear a loud whinning noise when I step on gas it gets louder it might quiet down some when I turn off air conditioner. It sounds like the power steering is going out when you turn the steering wheel back and forth it makes a whinning noise that's what is sounds like continuously. I changed power steering pump and the fan belt still nothing. Hope I could get some answers here.
