When I pump gas the gas pump does not shut off and gas gets on my car.

The pump nozzles are built to shut off when the gas flows back to the nozzle end. If you are pumping very, very slow it will not function as with a higher volume flow. It would normally be a fault in the nozzle. Just bad luck I suppose.
