More than likely the cluster may be bad. If it was one gauge maybe another story. I will look up the wiring diagram later when I can to see if anything else might be causing it. Working on a top on a z3 right now.
Ok if the cluster is bad, the communication lines to the other modules will be broken, and sometimes there are several things that will act stupid, indeed. The LH kick panel fuse junction block has fuses, Gauge 1 fuse 10amp, ACC 7.5amp. In the RH kick panel is MET 7.5amp, ECU-B2 10amp, Dome 10amp, Gauge 2 10amp. In the engine room box is the Panel 7.5amp for lights. 1Other way is to read the instrument panel module with a scan tool to see if there communication with the module. There might be a 'U' code in other modules as well, which means no communication to the IP. Let Me know.

The ac, radio and nav are all working. Dash lights for them are working too.. Just speedometer, tach, gauges and panel lights are out
