Heating issues. Inconsistent heating

What is your question?

No odd noises, heats when it wants to, then it will stop heating. Back and forth. Upper 30,s outside you could go 1-2 blocks or 1-2 miles before it heats then just cool air.

What makes this problem better or worse?

I really am not sure, I tried multiple things air cond on-off. Just heats when it wants to
