why only 1997 lexus es300 does not has power of headlight in fuel box

There is no power going to headlight fuse with headlight switch turned OFF. Turn headlights on then test for blown fuse. There may be 4 fuses protecting the circuits - TEST high beam and low beam fuses - switching dimmer switch between the two test. Good luck!
