Intermittent clunking/tapping sound from passenger side lower dash area shortly after startup (car not moving).

What is your question?

Slow tapping/clunking about 6 to 15 times, then stops. Sometimes will start again after driving awhile. Seems to be electrical, since does not happen while moving. Happens with radio on or off. Can actually feel the thumping a bit. Would think a fuel pump awry, except location seems wrong.
