I had AAA install a new battery and the tech check the starter and the result charging test said 13.03V LOW. He said this was at idle and with load on it was 13.03 NORMAL he said i should check with the manufacturer on the low voltage. Does this mean I need a new starter or is the low charging test acceptable

New - fully charged battery doesn’t require full alternator output voltage - 13.03 is acceptable at idle - however with engine rpm @ 2000 - should see approximately 14 volts at battery terminals. Starter is irrelevant to charging system testing. IF this new battery was a replacement for the original factory battery - no worries - pretty much normal.
