You can crank an engine without starting the engine.. BUT you can not start an engine without cranking the engine first.. Does it crank but the engine will not start... OR ... It doesn't even crank at all (like a dead battery)?.. Big difference!
Yes, it could be the neutral position switch. Put in neutral and 'shake the shifter' then try to start. If does not start, return to park and 'shake the shifter' and try to start. If it does start, neutral switch is going bad. If it doesn't, could still be switch or another issue.

Does it make a single click when you turn the key. The starter relay will make a small 'click' if the power is going across it. Also, how do you know the starter is good? It can be tested as being good and just not have enough power anymore to turn the engine over. Check for power at starter. As stated before, the neutral position safety switch is still highly suspect as the cause.
It doesn't even crank I have checked the starter replaced the ignition and checked all fuses battery is good could it be the park neutral safety switch

It's possible, try it in neutral.
