2003 Kia Rio starts rough and runs bad, low idle, spits and sputters

When car is started it spits and sputters and idle is low, if u put In drive it won't barly move and idle is so low that it affects trans. Sometimes it will start and run just fine with a normal idea and will then drive fine. Getting worse and auto shop gives me the run around it seems like please help, any ideas please. This issue happens everytime I start car. After about 10 times of turning off car and restarting it, it seems to come out of it but it's getting worse and now doesn't even start correctly anymore. Air is off, had new ign and wires, new spark plugs, and wires, oil change at Goodyear 3 weeks ago, ran great for about 2 weeks then this issue started.

I don’t quite understand why any repair facility personnel would try to give you the “run around” here when a complete scan test along with subsequent testing will reveal the culprit.
