Low head lights not working no fuse only relay it's good

I change the lights bulb it's not working check the fuses everything it's good what could the problem be

H/LP 10 amp fuse - DRIVERS SIDE KNEE BOLSTER H/LP LOW 15 amp - under hood fuse box HDLP LOW RELAY - under hood fuse / relay box.
