I had my car serviced recently and my mechanic informed me of the condition of the sub frame. Its rotted out pretty bad. Im not sure if its gotten worse since the recall work was done. He suggests replacing the sub frame. Is this an expensive job and do I need to replace it considering the recall work was done.

Have your mechanic verify that the recall procedure was actually completed properly. Google "2004 kia optima subframe recall" and you will see a result listed as a 'pdf' Kia service bulletin SC 075 repair replacement of sub. Your car should have either gotten a NEW subframe , or it should have a number of holes drilled in it with plugs installed , after they inspected and waxed the inside and undercoated the outside of the subframe. Pictures may help , if you need to go back to the dealer that did the work. How long ago was the recall performed?
I contacted the dealer who did the recall work in July of 2009. I was told it was not replaced but was treated with the wax coat. They didn't mention anything about drilling holes. My mechanic discovered the damage just recently while replacing a ball joint and pointed it out to me. Thanks for getting back to me. I'll go back to my mechanic and have him look at what was done. I really appreciate your help.
