Does the alternator belt have to be on?

Yes apparently I have done everything. The part about the belt was just a question of concern. And as far as the diagnostic piece of equipment you should be aware that one that tests and gives codes is a diagnostic tool. Sorry for your misunderstanding, but you must obviously be confused as to what my trouble is. I'm completely aware of my testing tools and there functions. Thanks for your concern

That is used at a diagnostic connector, but a code reader is not a diagnostic tool, because you can't run scan data, freeze frame or any other thing you do in the diagnostic abilities. Sounds like you have it all screwed up to me and why guess at what I don't have a clue as to what you screwed up. Take it to a diagnostic savy technician. Happy motoring, and no confusion on my part.

I'm fully aware that the tools provide different functions, but either way A DTC is a diagnostic Trouble Code OBD stands for "on-board diagnostics," so I don't see how it doesn't diagnose? I was simply stating that you must have misunderstood my concerns. You have no reason to get upset over a misunderstanding. Don't reply to my questioning if it offends you. When you turn the key over all it does is make a spinning/whining noise. It doesn't crank but it has attempted to once. Thanks for your help.
