How to fix the seat lower panel on the front passenger seat?

Read and follow instructions carefully - this stuff will bond ‘anything’ - takes 24 hours to completely cure : Permatex brand - 16879903 > *ADHESIVE* - not to be confused with their RTV silicone gasket maker .. It’s my go to ‘adhesive’ at the shop - because it works!
