The heater in my 2004 Jeep Liberty only blows cold air. Is the repair expensive?

Is the operating coolant temperature at normal range, aprox 180 to 200deg? Is your coolant level full, in the radiator. Are both heater hoses at heater core hot, or very warm to the touch. Answer these questions first before expensive repair can be answered.
