I had a thought about my dome light filling with water during a heavy rain. Maybe the drain tubes aren't large enough to handle that much water at one time? I wonder if replacing the drain tubes would work? Has anybody tried?

This happened to me. You have to have the drain lines blown out with high pressured air. They get clogged and it leaks into time light. It will erode wires and ruin your main computer as well. Two computers installed, taped to waterproof and finally the clogged lines were fixed.
