Can an anti theft system shut off the fuel pump in a 2000 Isuzu trooper?

eMy isuzu Trooper is not pumping fuel. no pressure to the rail and power to the fuel pump. Wires have power to the pump anti theft wire is always hot. Is it stopping the fuel pump from operating?

How long has your 1996 Isuzu Trooper had this problem?
