Reverse lights and horn not working,check fuses and bulbs both work,what next?

You missed the open fuse! Check them ALL with a tester. Test light works great, just touch each side of each fuse to see if test light comes on. Owners manual is a good place to find what fuse does what and where it is located exactly. Both of these circuits are most likely protected by the same fuse.
