So when I go to fill my empty gas tank, I can only get about quarter of a gallon in before it starts to overflow and I have to waiting for it to drain into the tank to continue filling. This has caused me to only put $10 in at a time as it would take 20 minutes to top off the tank.
What makes this problem better or worse?

Hello, it sounds like a ventilation concern with your fuel tank, possibly related to the evaporative emission system. This will need testing performed to find out what may be faulty here.
This may or may not be applicable here - however I suspect it has been at some point. It is best practice to avoid overfilling or *topping off* the fuel tank when refueling - that can damage EVAP system components - as ambient temperatures rise and fuel expands - it can force raw fuel into the system - IF tank is over full. Just a side note.
