clutch pedal goes all the way to the floor. Is it the cable or the clutch?

The clutch never made a noise just the pedal went to the floor and I couldn't select a gear. This only happened in one day. No other problems with the vehicle. I came off the freeway and couldnt select a gear, pulled over with engine still running and selected a gear and everything was fine. Left work and clutch pedal was low but still selecting gears. Pulled over as i couldnt select a gear, engine still running selected a gear and drove again. Got part way home and could no longer select a gear even with pulling over. Had to roll car off the road and park it.
