How do I remove an ignition lock cylinder if the key will not turn to ACC (usually needed in order to release locking pin from underneath)?

Use a rubber mallet to smack the key a couple of sharp raps and see if it will turn then.. May take a few attempts but it works!.. Hit key squarely so on the end to jar lock cylinder free.
