12 volt sockets won't work unless key turned on. Can this be changed

The simplest and most cost effective option here is installing aftermarket add on power sockets that can be wired directly to an un-switched battery power source. Not recommended for the DIYer to attempt - circuit must be fused! There is no re-programming or other method to have continuous power to the factory sockets other that re-wiring..
