power steering Hard , started whineing , checked fluid & its full , What is it ?

Could be the inlet(suction side) o-ring leaking AIR INTO the system. Fluid look foamy/bubbling while running , and then when you shut it off , it overflows? Less than 1 hour labor and a $2.00 O-ring.---Most common , although they did have a warranty extension on SOME of those pumps. ***see reply #2--- THIS is what you should get from a 'dealer' diagnosis' , if they don't suggest the o-ring first , they are just trying to sell more parts.

Power steering gear may be defective, or the pump itself may be defective. I suggest having a dealer diagnose it.
