When should the brake fluid be flushed and replaced

If the fluid is dark brown and dirty then you can have it flushed. If is still mostly clear and clean, then it is fine.

Most places probably recommend 3yrs. , 36K miles as preventive maintenance. I would read the first response over again and follow that. IF you are the type to worry if it's not done , then do it and don't worry!
