Lose power at 3k power come back at 3k

Hello, is the engine revving higher even though there is no power? Or does the engine choke at 3,000 RPM?

I can think of a bunch of possibilities - however the actual repair solution can only be discovered via *hands-on* testing by qualified personnel.
