can i reprogram a new lock cylinder and key myself or do is that a dealer only?

If you still have the old assembly , swap the immobilizer unit from the old one , otherwise , yes it needs to be programmed for the new unit in order to work.THIS is assuming that you had them re-key the new ignition to match the original car key(s)..................OR find another car the key fits , that does run and take it.
