with the engine running, car in drive, the left driving light flickers, the right side is out and a buzzing comes from the dash. Moving into park, the left driving light remains flickering and the buzzing continues. As soon as the headlights are turned on, the buzzing stops, but there is no high beam on the right. Low beams are on, on both sides, so far. Also, as the left driving light is flickering, you can here the engine draw down(possible electrical load) and go back up to speed when the headlights are turned on. All tests were done with all auxiliary (radio, A/C etc) turned off.
How long has your 2003 Honda CR-V had this problem?

I think you are referring to the Daytime Running lights with car engine on.. Investigate DRL
Highly unusual and indicative off perhaps aftermarket lamps being installed? Like replacement "HID" style bulbs perhaps? The conventional halogen bulbs in these vehicles can't possibly flicker and buzz. Restore to factory condition and retest perhaps? Just a guess, but sounds like it.
Aftermarket performance bulbs often flicker when in DRL mode due to the reduced voltage. Agree - install factory OEM bulbs.
