ok i have a 2012 honda civic the drivers side headlight doesn't work on dim

the bright and fog lights work fine passenger side works fine only dim on drivers side doesn't work , I changed the bulb and fuses nothing so I changed the plug for bulb no change I moved the relay switches under the hood no change I haven't check relays under steering wheel but I didn't think they where for headlights on low . any ideas guys im at a lose any help would be appreciated .

Need some automobile testing skills.. Using a 12 volt test light - TEST all related fuses with headlights ON - both high and low beam to prove battery power is present on both sides of each fuse..
