What is your question?
Honda civic hybrid 2010, automatic (mileage: 78,000 miles). Car running at constant speed (example 65 mph) on freeway, but the RPMs keep changing from 2 to 3 or 4. The car when braking at a traffic light bounces forward before finally stopping. Should I change transmission oil; does it seem like a transmission problem? Please help, thanks.

IF the Honda dealer near you is reputable , I suggest you bring to them to scan , while driving (and possibly YOU drive it to demonstrate - so they don't come back and say they couldn't duplicate the symptom!) that way would be most accurate to determine if it's an internal mechanical problem , or an electrical issue. OR IF you do a fluid drain and fill , do it when the trans is warmed up and raised on 4 jack stands (level) , so it drains more completely. Use ONLY HONDA CVT fluid!!!!!!!!!!!!!!(generally 3 quarts even) good luck.
