My 2006 Honda Civic failed to start. The engine is turning over as usual but just fails to start. Had it towed to a Honda dealer and they have charged me $75 for doing a diagnostic. Then they called me the next day and said they needed to do a more detailed diagnostic that costs $300. Is this a normal diagnostic process. Seems to me they are milking this for every cent they can get.

What was found in the preliminary diagnosis that prompted more testing? Without more details - difficult to offer any assistance.
Unfortunately there are times when the normal diagnostic process does not give the tech all the information that is needed to be able to isolate the problem. When that occurs it may require more labor time for a tech to complete the diagnosis. Usually there is disassembly of systems to verify failed items which has a cost associated with it.
